概要
「公式: Bluesky/ATPのパブリックコモンズ形成のためのモデレーションの具体案 | GNU social JP」で予告が あった通り、Bluesky Socialの利用規約、ガイドラインの更新 予告があったので紹介します。
なお、念のため補足しますが、Bluesky SocialはBluesky PBLLCが運営する現在唯一のBlueskyの本番サーバーです。
2023-06-29の以下の投稿群で新しい利用規約・ガイドライン公開が告知されました。
We’re publishing an update to our Terms of Service and Community Guidelines. Our goal was to incorporate feedback we’ve received from the community to make both these documents clearer, more detailed, and easier to understand. The new versions will go into effect in full on July 14, 2023.

Subject: We’ve updated our Terms of Service & Community Guidelines
We have updated our Terms of Service and Community Guidelines. Our goal was to incorporate feedback we’ve received from the community to make both these documents clearer, more detailed, and easier to understand.
We encourage you to review the updated Terms of Service and Community Guidelines in full by July 14, 2023, when they will go into effect. By continuing to use any of our websites and mobile apps after this date, you’re agreeing to these updated terms and guidelines.
Here are a few highlights of the changes we’ve made:
Terms of Service Update Highlights:
- The wording is now simpler and more direct, and provides clear summaries of each section where we thought it would be helpful.
- We provide more details on how Bluesky may use your content. Bluesky does not own your content, nor do we have the intent to do so.
- We specify an appeals process for enforcement decisions.
- We added a reporting process for users to notify Bluesky about potential violations of the Terms of Service and Community Guidelines.
Community Guidelines Update Highlights:
- There are more detailed guidelines prohibiting illegal content, hate and abuse, and forms of extremism.
- We now explicitly prohibit impersonation and misleading identities.
- Developers who interact with Bluesky Social should establish methods for reporting and blocking illegal and abusive content, and for deleting user content upon request.

- 表現のシンプルかつ明確化。セクションの要約の追加。
- Bluesky Socialのコンテンツ利用の詳細説明。Bluesky Socialはユーザーのコンテンツを所有しておらず、そうする意図もない。
- 運営の執行に対する異議申し立て手続きの規定を追加。
- ユーザーの利用規約とコミュニティーガイドラインの違反の可能性の通報プロセスを追加。
- 違法コンテンツ、憎しみ、虐待、過激主義の禁止の詳細なガイドラインの追加。
- なりすましや誤解を招くアイデンティティーを明示的に禁止。
- Bluesky Socialとやりとりする開発者は、違法、不正コンテンツの通報・ブロック、要請のあるユーザーコンテンツの削除の方法の確立が必要。
冒頭の「公式: Bluesky/ATPのパブリックコモンズ形成のためのモデレーションの具体案 | GNU social JP」、「公式: Bluesky/ATPの連合サンドボックス環境の提供開始 | GNU social JP」、「報 道: ATPのプロトコル文書の更新 | GNU social JP」で、連合開始前を念頭に、不正なコンテンツやなりすま し、モデレーション・安全性についての規約・ガイドラインの拡充が主な内容のようでした。
結論
Bluesky Socialの利用規約・コミュニティーガイドラインの改定でした。
ATPの正式公開や連合開始が徐々に近づいてきており、それに向けてSNSで問題になりがちな部分への先だった対応に感じます。実際に公開 すると多数のユーザーが登録され、法的な問題も起こりえます。その自己防衛かもしれません。
少人数だと問題が起こっても対応できても、大人数だと仕組みをきっちりしておかないとマンパワーがすぐ不足します。今回のガイドライン、利 用規約がどう効いてい来るのか、2023-07-14の適用後に注意します。
